Intelligent Congestion Management Program – Final Business Case

Stonepath developed the final business case and economic appraisal for the Stage 2 Intelligent Congestion Management Program (ICMP) for Transport for NSW, which involved the implementation of a new state of the art technology for managing traffic congestion and flow in Sydney. 

Stage 2 ICMP seeks to transform customer behaviour and operational practices such that they are proactive, as opposed to being reactive. This is done by improving situational awareness of the different modes of transport, improving incident responses and network efficiency, and increasing the effectiveness with which all modes are coordinated through the availability of real-time data of the transport network.

Stage 2 ICMP forms a key element of the Easing Sydney’s Congestion strategy and will deliver a multi-modal view of the transport network that supports improved incident management and proactive network management to reduce delays and ensure greater journey time reliability. The Program will increase the business capabilities of the Transport Management Centre (TMC) through a combination of leading technology enhancements supported by comprehensive people and process change. This will enable the TMC to shift from a predominately reactive, road incident response focus to a proactive multi-modal network manager.  The four-year Program has been structured to deliver benefits to transport customers and to a broad stakeholder group, including public sector agencies and private operators.

Stonepath was engaged to develop the final business case for Stage 2 ICMP in mid-2017. It involved updating prior work done by various teams on the scope elements, work breakdown structure and costs of the project. This was followed by identification and quantification of the benefits, summarising the results of the economic appraisal and describing in detail the key success factors of the project. The Stonepath team rapidly gained an understanding of the case for change, the different options available and preferred option. We organised and participated in multiple stakeholder engagement sessions with the many specialist teams that were responsible for the technical design, strategic sourcing and procurement, operation and management of the project. Our work relied heavily on the evidence, data and experience of parts of the project that had been implemented on a smaller scale elsewhere in the world. However, Stage 2 ICMP for Sydney needs to operate in a large-scale and complex transport network with many dynamic characteristics. This presented several challenges, especially in integrating separate modules of the project over the short, medium and long-term horizons of the project. In developing the final business case, Stonepath adopted a highly collaborative approach characterised by active client engagement, early submission of drafts for input and feedback and timely progress updates.

The final business case developed by Stonepath for TfNSW met the requirements of the gateway process for large and significant projects and was successful in receiving all of the capital funding required to deliver the project over the four-year time horizon.
